One ambiguous integer, two directions.
A single wrapped-phase observation does not uniquely determine the whole-cycle count. Recovering it takes additional information and explicit assumptions: a continuity assumption, a second scale factor, a fiducial, an external prior. That ambiguity is not a defect of any one instrument. It is a property of wrapped observation, and it decides what two very different machines can honestly claim.
These notes take the same fact in two directions: one measures, one schedules. Each states where its claims end, names which comparison would retire which part of it, and ships the code that reproduces its numbers.

Both are engineering notes, not products. Their evidence consists of model calculations, simulations and implementation checks; neither establishes an operational hardware advantage.
Fusion Density Under Ambiguity
Interferometers that measure the electron density of a confined plasma read a wrapped phase, and a fringe jump puts the whole count in doubt. The correction approaches this note reviews resolve the count, then report the density. This note decides on the density instead, and reports the probability that it is wrong by more than a stated tolerance.

Lock-Window Pulse Scheduling
A controller integrating its own lifted oscillator does not have to recover the integer from wrapped observations; it constructs the command count. STAR Drive is a phase-locked pulse-scheduling architecture whose stroboscopic reduction is the sine circle map. It is a design theory for the schedule, and for nothing else: no new momentum source is proposed.

Neither note claims a breakthrough. Both are built to be checked, and both say in advance which result would retire which part of them.
Every claim carries a tag
Definition, modelling assumption, model-conditional result, computed number, external result, conjecture. A reader can tell at a glance which sentences are derived, which are assumed, and which are still open.
The numbers regenerate
EN-002 ships 36 regression tests and a 286-entry manifest tying every value to its generating artifact. EN-003 ships a script that recomputes every number it reports, with pinned dependencies and the complete reference output.
Both name their own end
Each note states which comparison would retire which part of the proposal. A component that loses at matched conditions is withdrawn, without treating the remaining accounting or the independently supported components as disproved.
Precise enough to fail, in a named place, at a stated number.
